In Windows 10 October release update, the API  called roadFileSystemAccess API is providing access to the developers to all local files without letting the affected Windows 10 user know. In other words files such as photos (up to date) and other files are accessible. According to .NET developer Sébastien Lachance, this is what happened with versions of Windows 10 released prior to the yet-to-be-relaunched Windows 10 October 2018 Update.

Eventhough, after the many problems the Windows 10 October 2018 Update has suffered—mainly revolving around two file system bugs—it's heartening to see that it contains some improvements as well, but the testing may have improved some other areas of vulnerability that could've discovered at later time.
So, in conclusion, this bug pass through testing. A bug that can pass through without the user credentials to MS apps store. So there's a good news that the product may have a better quality now after its re tested.  It's not about that MS didn't do a better job on creating a quality product but simply we need to understand that nowadays the technology is advancing and becoming more complicated when creating and adding more files to create an enhanced quality tool is nearly becoming more difficult to test in depth in a fixed time period. If we hear the delay about a product due to fixing patches etc,. then it should be good news because the product has been tested further more to avoid some issues to the public.
